HealthCare Partners, in cooperation with SCAN Health Plan, contracted with Public Values to conduct research with low-income seniors, physicians, and office staff in targeted Southern California markets. The goal of the project was to increase the proportion of Medicare-MediCal Advantage Plan patients served by HealthCare Partners by understanding patients’ decision-making process, their level of satisfaction with the plan, and their misconceptions about benefits. A second goal was to reduce the obstacles that prevent physicians from accepting Medi-Medi patients and may cause medical staff to indirectly dissuade patients from joining Advantage Plans. Multiple focus groups were conducted with Spanish-speaking seniors, African-American seniors, IPA physicians, HealthCare Partners group physicians, and IPA front- and back-office staff. In addition, one-on-one telephone interviews were conducted with physicians.
Study findings found several opportunities to increase the proportion of Medicare Advantage Plan patients served through HealthCare Partners by ensuring that patients and physicians are better informed about specific benefits of the Medicare Advantage Plans and by removing key barriers.
