Public Policy

Underage Drinking

Orange County Health Care Agency

Project Details

The Orange County Health Care Agency contracted with Public Values and the Applied Management & Planning Group to conduct a survey to assess how underage youth in Orange County gain access to alcohol and how programs designed to reduce underage drinking might be improved. The study was designed to address the environmental conditions that enable underage youth, ages 16 to 20, to obtain alcohol, as well as the social norms that make underage drinking acceptable to youth and the adults who provide them with alcohol. A total of 1,925 high school and college students were surveyed, in addition to eight focus groups with youth and their families.

Outcome

Results were used to update program services, marketing plans and to petition changes in public policy.
